My father was born in Loreto, grew up between Loreto and Dinagat and now lives in Albor. My father's grand father (mother-side) is from Quemoy China. That makes my father 25 percent Chinese. My fathers grandma (father-side) is from Leyte. But my fathers Papa (my lolo) is from Dinagat. He is the only son. I may consider him lumad (native) since his last name is Jacquez. One of the barangay in Municipality of San Jose is named after our last name. And I remember my father mentioned Master Ruben Sr. makes mano(sign of respect to older relative) to (Lolo) my grandpa when they were both alive.
On the other hand my mom is native from Siargao and I grew up in Libjo but was born in Surigao City. Now my question is would you consider me resident of Libjo(taga Libjo)?
So what makes us resident(Taga Ato)? Is it by birth? Is it by our parents, by last name? Is it by language or by where you go to school. Or where you work or you own land property?
Residency requirement in election according to Section 29 of the Local Government Code says that a candidate should be a resident of his locality for at least one year.
Does it say If you can run for public office you are a resident? Correct? That makes nong Edward Tiu Filipino and resident. He runs for sanguniang panglunsod (municipal councilor) couple of years back. How about the right to vote? Yes?
This is true, since most of our resident including our upland barangays were registered voters. So being a member of a religion or organization or political party doesn't matter, we are all taga ato (Libjo resident), right?
So what is your opinion on taga ato (resident or native)?

for me taga-ato are both the natives and the LONG time residents. long time residents are those permanent or long term dweller in a place. most people in libjo are. many of the libjoanons are from different places of the country who moved to libjo, fell in-love with the town, stayed permanently, work and raise their children. some run for office and won elections. those people when asked where they from? they will tell you TAGA-LIBJO/ALBOR even though they are not natives. some native libjoanon also who are now living permanently in other places still consider TAGA-ATO because they have that identity since birth. temporary residents? dili na sila taga-ato. in most cases they reside in libjo because of their jobs, businesses and not planning to stay permanently.
with regards to a native and a resident, the two are different. in the obituaries (sorry this is weird, monday newspaper is boring. obituaries has more entry than the regular news. hehehe.) one says......HE WAS A LONG TIME RESIDENT OF ALABAMA AND A NATIVE OF TENNESSEE.......residency can be acquired, the other one is your birth mark.
being a "taga-ato", a parent or grandparent is from that place. you grow up in that place. you are not there coz of work, business or naka asawa lang ug taga-ato.
when daracs ask about having relatives in libjo, hammer said, "boy apole of carmen, loreto." boy apole has been a libjoanon for so long,i even consider him a taga-ato. but when you ask about him, his loreto connection will always come out, taga loreto.

yup i agree. ako lang gi-emphasize nga taga-Loreto si Nong Boy to give daracks the idea that not only there's an Apole in Libjo but also an Apole from his hometown too. Might be his close relative.
contradicting lamang imo statements kay you consider him Libjoanon in the second statement but not taga-ato in the first statement kay naka-asawa ra man ug taga-Libjo.
