News: Missing Boat With 5 Americans Found in Philippines

The Philippine coast guard on Sunday found a missing US sailboat off a southern island, with its five American passengers safe on board.

The 11.5-metre boat left Guam on January 6 en route to the central Philippine city of Cebu when it went missing.

Coast guard spokesman Commander Armand Balilo said the boat was spotted off the southern island of Dinagat, west of its final destination.

He said contact had been made and a rescue vessel was on the way.

Balilo said four men and one woman were spotted safe inside.

Surigao del Norte (October 22) -- It's final, the Supreme Court (SC) has finally recorded an Entry of Judgment to its decision dated February 10, 2010 nullifying a law that created the province of Dinagat Islands.

In an interview, Atty. Victor Bernal, one of the 3 petitioners said the entry of judgment was already made last May 18, 2010 and that they only received a copy on October 05, 2010 from the Deputy Clerk of Court & Chief, Judicial Records Office of the Supreme Court, Ma. Lourdes C. Perfecto.

"It means that the Supreme Court has affirmed the unconstitutionality of R.A. 9355 which created the province of Dinagat Islands," Bernal said.

The SC maintained that Dinagat Islands did not meet either the land area or the population requirement for the creation of the province. More...

Studies commissioned by Century Peak Corp. (CPC) have found a significant amount of nickel at its twin mines on Dinagat Island, Surigao del Norte.

In a statement, the miner said it estimates 9.9 million dry metric tons of resources with a grade of 1.02 percent nickel at its Casiguran mine. It also cited data showing a measured resource of 9.07 million dry metric tons with a grade of 1.07 percent nickel at its Rapid City Parcel II property, also in Dinagat.

"The reports confirm the vast amount of resources of Dinagat Island, which has been well-known among Philippine geologists," CPC quoted University of the Philippines geologist Carlo A. Arcilla as saying. More...

The Supreme Court, by a vote of 9-6 Thursday, nullified the law creating the province of Dinagat Islands and voided the election of its officials.

In a decision penned by Justice Diosdado Peralta, the court en banc said that Dinagat Islands had a land area of only 802.12 sq. km, short of the requirement of 2,000 sq. km.

News: Smart Bro’s Project gets NTC okay

SMART Broadband Inc. (SBI), a subsidiary of Smart Communications Inc., was given the go ahead of the National Telecommunications Commission (NTC) last week to operate a more advanced technology involving data communications in far-flung areas that would cost the cellular firm P341.25 million.

Smart, the NTC said, is financially fit to finance the proposed project, particularly the establishment of a data leased channel circuit network service in the provinces of Zamboanga Sibugay, Sultan Kudarat, Southern Leyte, Biliran, Compostela Valley, Davao Oriental, Dinagat Island and Shariff Kabunsuan.

Hundreds of residents in Libjo, a coastal town in the province of Dinagat Islands rejoiced as nine of its community projects funded last year by the KALAHI-CIDSS Project were inaugurated on April 1, 2 and 3, 2009.

Said infrastructures consist of water system, high school buildings, drainage, health facilities, day care and some hundreds of linear meters of seawall which the residents claimed to be of utmost need in their barangays.

In all of his inauguration speeches delivered in the different recipient barangays, town mayor Lamberto Llamera, Jr. emphasized the stringent but effective processes of KALAHI-CIDSS. He said that through this "tedious" processes, residents who volunteered to work for the project learn and understand how the government worked for its development efforts.

A NEW species of rat has been found on a mountain in the southern Philippines, the environment department said on Wednesday.

The Hamiguitan batomys, or hairy-tailed rat, is a yellow-brown rodent with a long furry tail. Weighing about 175 grams, it lives 950 metres above sea level in the dwarf mossy forests of Mount Hamiguitan on Mindanao island.

It was discovered in a joint US-Filipino expedition in 2006 that involved experts from the Chicago-based Field Museum of Natural History, the Filipino government agency said in a statement.

The Hamiguitan batomys is related to several other species found in central Mindanao, neighbouring Dinagat island and the main Philippine island of Luzon. But its natural habitat is an area of less than 10 square kilometres, the agency said. More ...

The Regional 13 office of the Department of Public Works and Highways (DPWH 13) in Northeastern Mindanao (Caraga Region) is set to open initial 1,424 job openings today, it was learned yesterday.

The job fair will be opened at the DPWH regional office here at 8 a.m. today and those applicants that will pass the criteria will be deployed in Agusan del Norte, Butuan City, Surigao del Sur and Dinagat Islands, it was also learned.

The DPWH 13 needs civil engineers, foremen, laboratory technicians, heavy equipment operators, masons, steelmen, welders, drivers, auto electricians, carpenters, surveyors and construction workers, it was gathered.

In the initial recruitment, at least 898 job openings are available for Agusan del Norte; 341 in Butuan City; 47 in Surigao del Sur and 138 in Dinagat Islands.

The next batch of job openings will be announced by the DPWH regional office soon.

KALAHI-CIDSS Bring Development to Libjo

Development has practically reached the barangay's of Libjo, Dinagat Island as the government through the Department of Social Welfare and Development's KALAHI-CIDSS Project has made all these possible.

Last September 2-3, 2008, DSWD Caraga Chief Mercedita P. Jabagat, Libjo Mayor Lamberto T. Llamera Jr. and the Barangay Officials together with Msgr. Ramon S. Cafe, conducted a series of Sub-Project Inauguration in four barangay's of Libjo.

KALAHI-CIDSS is the flagship anti-poverty project of the office of the President which has been implemented since 2003 and is said to culminate on June 2009.

Libjo Mayor Lamberto Llamera claimed that his administration is losing a sizable amount of P2 million a year as local cash counterpart for the KALAHI-CIDSS Project, a flagship anti-poverty project from the government implemented by the Department of Social Welfare and Development.

However, he affirmed that every amount is worth it since development is felt as various facilities are in the works at the different barangays in this mineral-rich town of the Province of Dinagat Islands.

"With the present economic problem which is widely felt even in other parts of the world, I think it is just wise to invest with projects like the KALAHI- CIDSS. If we only rely with our municipal IRA (internal revenue allotment), these sub-projects now would not have been possible," the town mayor said in during an inauguration ceremony conducted early this week. DSWD in collaboration with the Libjo Local Government Unit, launch and implements the Pangtawid Pamilyang Pilipino Program (PPPP) which other countries may call the Conditional Cash Transfer. This program is headed by Caraga Regional Director Mercedita P. Jabagat as Chairman and Regional Coordinator Angelita P. Amista and is being represented by their Focal Person Ms. Wilma B. Geralla.
It is a Philippine Government funded program that provides the identified and selected poor family who meet certain conditions with a P500 pesos monthly cash grant with health and educational benefits to pursue the governments aim in reducing poverty.

“Libjo? Nasa Pilipinas pa ba yan?” Those were my exact words the first time I heard of the town. For the past eight months I dreaded the idea of going to the islands, yet I know like the air that I breath, it is inevitable.

So, as a loyal subject, I decided to go and get it over and done with. With the smug smile on my face and all the positivism I could master, I go aboard on a journey to Libjo and mentally labeled it as “MY JUNE ADVENTURE”.

I was totally captivated by the serene view of twilight, and the chill of dawn that greeted me.

I thought I had my share of the trimmings during fiestas, because I’ve been to different places, yet nothing cautioned me for the assault of colors when I first saw the bandiritas…. all lined up on the streets of Albor…streets after streets.. corner after corners… as far as the eyes can see… giving one an ambiance of nobility and welcome.

Everybody is so warm and friendly, treating me like their long lost bestfriend…and telling me.. that I must stay for the Fiesta and got the chance to dance “kuratcha”…( I do not have any idea how that is being done,until i asked someone to explain)

How I wish I could…but pressing matters need to be attended to.. and since my work has been done, (although with some bumps and hallows along the way), I need to say goodbye to Libjo.

News: Sandiganbayan Affirms Ecleo's Graft Conviction

The Sandiganbayan has affirmed three graft convictions against former San Jose, Surigao del Norte Mayor Ruben Ecleo, Jr., and three of his former subordinates in connection with fund disbursement anomalies in three construction projects during his term.

In a resolution by the anti-graft court's First Division promulgated June 6, Ecleo’s appeal was dismissed for lack of merit, noting that the defendant raised arguments that were already "deliberated, passed upon and explained by the Court" when it convicted him on October 13, 2006.

The Sandiganbayan cases involved the construction of a public market, a new municipal building and a guesthouse, which the court said were all fraudulent, and were undertaken between 1991 and 1994. Full story.

State-owned Development Bank of the Philippines (DBP) launches today new initiatives on health care, corporate governance, and the environment as part of its traditional Independence Day celebration at the DBP headquarters in Makati City.

DBP will sign an agreement with UK-based CarbonAided Limited for the registration of a number of mini-hydro power projects under the Clean Development Mechanism (CDM) of the Kyoto Protocol. CDM registration entitles project owners to profit from the sale of carbon emission reduction credits that result from the implementation of their projects.

The projects to be registered under the CDM are the Hinubasan Minihydro Power Project in Dinagat Island; Cantingas Minihydro Power Project in Romblon; and the Sevilla Minihydro Power Project in Bohol.

David said the initiative enables the projects to generate an estimated emission reduction of 15,000 tons of CO2 a year, translating to about US$150,000 additional income to minihydro power project owners. He added that the initiative is a breakthrough for DBP, with the income generated also benefiting the host communities of the said minihydro power projects. Full story.

Four months earlier during World War II, a less-famous flag-raising occurred on Dinagat Island in the Philippines on Oct. 17, 1944, heralding the pending arrival of Gen. Douglas MacArthur, who had promised, “I shall return.”

“Today, I saw the first flag recaptured from the Japs here. It is in the office of Lt. General Krueger, gruff soldierly commander of our Sixth Army. Here is part of the story of the flag, but only part of the story, for no single man knows the whole story. We can assume it passed into the hands of the Japs somewhere on Luzon Island back in 1942, and eventually a Nipponese lieutenant named Yamate took what he thought final possession of it. Yamate was stationed on Bataan. One day he was transferred to Dinagat Island. Dinagat, you’ll recall, was seized by Sixth Army Rangers on Oct. 17 -- three days before the invasion of Leyte. Well, when we landed there, Lt. Yamate skipped and he skipped in a hurry. Around noon on the 17th, Lt. Therrien of Thompsonville, Conn., was checking articles which fleeing Jap officers had left behind. And in Lt. Yamate’s trunk Therrien found the flag. What’s more it was neatly folded, according to the prescribed American Army regulations. The flag, which Yamate brought to Dinagat Island from Bataan, was recovered intact, except for two small holes possibly caused by shots though no one will ever know for sure. In the early hours of the afternoon of the 17th, a little group of the Sixth Army Rangers gathered around a hastily constructed flagpole on Dinagat Island. Sgt. Francis W. Anderson, Chehalis, Washington, raised the flag and the others saluted. A few days ago, the Rangers turned it over to General Krueger, their boss, and some day soon, he’s going to give it to his boss, Douglas MacArthur, and that’s the story of the first flag recaptured in the Philippines. News: Rural Power Coops Bring Losses Down

Electric cooperatives (ECs) nationwide continue to control their system loss rates to enable them to pass on savings to their customers in the form of lower rates.

According to data from the National Electrification Administration, although most of the 119 ECs nationwide were still problematic in terms of system loss rates, some had also been posting single-digit system loss levels for years now.

Aside from those five ECs, 10 other rural power distributors have reached single-digit system loss rates even prior to the presidential directive to bring them down.

The National Food Authority (NFA) Caraga Regional office bares the construction of NFA warehouse in the capital town of San Jose in Dinagat Islands.

NFA Dinagat Islands Provincial Manager Regino Delfin in an interview recently said, the proposed site will be located at Purok 5, Barangay Luna, San Jose and will accommodate 30,000 tons of rice.

Delfin added that the soon to be constructed warehouse is bigger than the warehouse built in Dapa, Surigao del Norte.

Some of these queries answered by the Regional Directors involved with the lack of ambulances in the province, construction of roads and other infrastructure projects, PHILHEALTH accreditation program, tourism, agrarian and environmental issues and other projects to be constructed within the vicinity of the province.

DPWH Region 13 Director and ACE President Romeo Momo said it's their first time to hold an activity like this in the region.

To promote interaction among the constituents and the government, the provincial government of Dinagat will conduct the "First People's Day Conference Forum" on May 5-6 at Libjo Gymnasium, Municipality of Libjo, Dinagat Islands.

Thanks Rex for the review. The P100 million Dinagat Island Road Network budget a year ago approved and released now became P22.1 million Tag-iho bridge done project.

Proof1- DPWH Caraga Regional Director Romeo Momo said an initial funding of P100 million was recently released to launch construction of the Dinagat Island Road Network which is seen critical in providing access between urban and rural areas in Dinagat Island. He said detailed engineering work is being done while its bidding process is set to take off before year end. Link1

Proof2- Mindanao Region is considered as the country’s food basket because of its large fertile land areas and evenly distributed tropical climate that makes it suitable for year round crop production. Of the 3 – billion pesos spent for 3000 kms of farm to market roads, 1000 km are earmarked for Mindanao as the government aims to further harness the competitive advantage in agribusiness of the region. President Gloria Macapagal Arroyo is scheduled to visit this newly-proclaimed island province in the Caraga Region Wednesday to inaugurate a bridge that local officials said would help hasten the delivery of public services and spur economic development on the island.

On Wednesday, the President is scheduled to unveil the marker of a newly-completed bridge.

Question of Residency and Citizenship.

My father was born in Loreto, grew up between Loreto and Dinagat and now lives in Albor. My father's grand father (mother-side) is from Quemoy China. That makes my father 25 percent Chinese. My fathers grandma (father-side) is from Leyte. But my fathers Papa (my lolo) is from Dinagat. He is the only son. I may consider him lumad (native) since his last name is Jacquez. One of the barangay in Municipality of San Jose is named after our last name. And I remember my father mentioned Master Ruben Sr. makes mano(sign of respect to older relative) to (Lolo) my grandpa when they were both alive.

On the other hand my mom is native from Siargao and I grew up in Libjo but was born in Surigao City. Now my question is would you consider me resident of Libjo(taga Libjo)?

So what makes us resident(Taga Ato)? Is it by birth? Is it by our parents, by last name? Is it by language or by where you go to school. Or where you work or you own land property?

Residency requirement in election according to Section 29 of the Local Government Code says that a candidate should be a resident of his locality for at least one year.

Does it say If you can run for public office you are a resident? Correct? That makes nong Edward Tiu Filipino and resident. He runs for sanguniang panglunsod (municipal councilor) couple of years back. How about the right to vote? Yes?

This is true, since most of our resident including our upland barangays were registered voters. So being a member of a religion or organization or political party doesn't matter, we are all taga ato (Libjo resident), right?

So what is your opinion on taga ato (resident or native)?

Speaking about sound, here are some I remember that is unique in Libjo. I'm sure if you're from here you have experience or probably heard these.

We have no newspaper or local radio station in town. So then if we have announcement, warning, information like new implementation of town rules, we use this delivery system to inform everyone. Think of this like the messenger you've seen in the old movies. A man with the whistle and a sheet of paper with the message. Walking by foot he reads his message in every corner in the town. Everyone call a motorbike Honda, even though the brand really is Yamaha or Suzuki. And most everyone's familiar with the unique sound. They can tell one motorbike from the other. They can say just by its sound that it is mayors bike or it is captains bike.

Its the dance during our town fiesta celebration. The music itself is unique. Courting dance that's one of the income generating piece of the celebration. Partly to pay for the expenses incurred during the hosting. For the sound systems, disco lights and town decoration.

Uwang sa Ero
Consider this the dark side. When lights are gone and everyone's in bed, you can hear this sound of dogs howling like a wave. You can hear it like moving from one end of the town to the other. Dogs in Libjo are called “Askal” or asong kalye or street dogs. Dogs watches our homes but they are free in the streets and not in cage or leash. Some say ghost or “not like us” roam during the night. And since dogs has strong eye sight they are the only one who can see them. I wonder since it happens to me too (dog howls ) when I play my harmonica. Do you think someone is playing a music during the night that only dogs can hear?

News: ‘Hot’ logs seized in Dinagat Island

Aides of Dinagat Islands Gov. Geraldine Ecleo-Villaroman seized more than 3,600 board feet of illegal lumber in Barangay Boa, Cagdianao, Dinagat Islands Sunday, the Dinagat Provincial Information Office said.

The lumbers were from endangered hardwood species like magkono, yakal, red lawaan and doyok-doyok.

Earlier, the governor and her family claimed they were getting death threats after she launched an intensified anti-log poaching campaign in the island province, which is being groomed as an "eco-tourism center" in Caraga Region.

Rey Gozon, administrative officer of the Office of Civil Defense in Eastern Visayas, identified the rescued fishermen as Richard Poras, 30, Joy Poras, 25, Arnel Buloson, 22, and Ryan Nodalo, 19, all residents of Purok Tres, the village of New Mabuhay, Dinagat Island.

Gozon said the Philippine Coast Guard in Maasin City informed him that the fishermen's boat, F/B Mary Glenn, capsized off the coast of Limasawa at 12:30 a.m. due to strong winds and high waves.

Completion of infrastructure development projects under the Mindanao Super Region is underway as various line agencies are speeding up efforts to monitor and address major implementation bottlenecks.

Undersecretary Virgilio Leyretana, Chair of the Mindanao Economic Development Council (Medco) and Deputy Development Champion for the Super Region, cited the need for greater focus on fast-tracking the implementation of high-impact projects in Mindanao during an inter-agency meeting here recently of the Mindanao Super Region.

In its recent report, the Department of Public Works and Highways (DPWH) revealed that 32 percent of various priority infrastructure projects under the Mindanao Super Region are nearing completion as of November last year.

The first road project set to be completed, is the Dinagat Island Road Network project, which involves the improvement of a 15-kilometer road in Surigao del Norte. This road, which began construction in October 2006, is reported 65.57 percent completed. More...

At least four people drowned after being swept by swollen rivers here and on Dinagat Island, the Office of the Civil Defense said Friday.

Liza Mazo, assistant director of the OCD in the Caraga region, said the deaths occurred on Thursday.

Mazo said the first set of fatalities was Rico Manigo and his son Richard, who were swept away while trying to cross the river in Barangay Anticala here on Thursday afternoon. She said rescuers have recovered the body of the younger Manigo while that of his father remained missing.

In Basilisa town on Dinagat Island, Mazo said the couple Leopoldo and Lucina Tapic were crossing a makeshift bridge in Barangay Helen when they were swept away by the raging river. More...

Christmas season is a busy season. And so am I. Muthja is also hopping from one event to another. From being judge to organizer from one occasion to another. She's only loaded with Solicitations. She got a tons of it. And she sometimes call it Tulis-sitation. Anyways...

How can you complain? Its Christmas. This only happens once a year. Everyday is once in a year right? Agree? But this day happens to be Christmas. Its time to give. I still have to send my share by the way :-)

Yes, time to share, to give and forgive. Its time to be with our family. For us we consider this kind of thanksgiving for the previous year since in next few days it will be another year.

Enjoy our traditions.. like caroling, pamasko with Ninong and Ninang, simbang gabi, church/school/work parties. Parol contest, enjoy making our traditional Christmas tree made from a mangrove and baboto. Discoral after chruch!!! What else?

News: Gov to Finance Dinagatnons in Working Abroad

Province of Dinagat Islands (December 21) -- Dinagat Islands Governor Geraldine Ecleo-Villaroman pledged financial support to the qualified Dinagatnons who wish to work abroad, this she revealed during the official launching of 'Pamaskong Handog ni PGMA' yesterday, December 20, at San Jose, Dinagat Islands.

The financial assistance according to Villaroman is only available to the beneficiaries of TESDA's 'Galing Mekaniko Ako' and 'Galing Masahista Ako', where 100 trainees from Dinagat Islands successfully received their training kits yesterday.

The said assistance will cover placement fees and other fees to those Dinagatnons who wished to work abroad after their graduation in TESDA's scholarship program dubbed as "Pamasko ni Gloria Matutulungan Ako" (PGMA).

Aside from the scholarship program of TESDA, some 500 Dinagatnons identified by the Prov'l Social Welfare & Dev't Office from 1,500 indigent families were initially given packs of goodies consisting of rice, noodles, spaghetti, spaghetti sauce, sugar, and canned goods.

Dep't of Social Welfare and Dev't Secretary Esperanza Cabral will lead the gift-giving at Brgy. Aurelio, San Jose, Province of Dinagat Islands.

Delivering Baby in Libjo

Ginhawa ug lawom Day... (Deep breath Girl). I heard it most of the time when nurses deliver a baby in Libjo's Albor District Hospital. It's good, husbands are not allowed to stay on the delivery rooms. They just stay and wait outside and have some drinks with barkadas (friends). If not I can imagine wives shouting in pain..”Ikaw gyud ang naka among aning sakita” ( You really is the reason why I get into this pain).

My mom works at this hospital few years back before she retire and pursue with her business. She handles delivery and operating room. Though I can peek and even went inside the delivery operations. No pain relievers like Epidural not even make the delivery quick or Induction with Pitocin. Most of the time delivery is done in natural. We don't have the advance equipment to check status of the baby. I remember I was 9 years old that time, my mom deliver a baby with two heads. One of the head came off but they all wonder why the baby is still stuck. Later on they made a CS (Ceasarian Section) operation just to save the mother. Unfortunately the mother also died.

Some times doctors here are really busy. They are On-Call 24/7. And they have to look for alternative ways and non expensive way of treatment. Much more if the patients can only offer a chicken in exchange for the service. But life is so simple. We don't need health insurance. We pay nothing for Insurance. None as in zero. Only when prescription is needed that's the time you need to pay. But remember the delivery of the baby I told you before? The new Dad came back and have with him Skyflakes (kind of crackers) and 4 liters of Coke for all the hospital employees. Thankful for the service and a kind of celebration for the new baby.

CEBU CITY, Philippines -- (UPDATE) The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) hoisted Public Storm Signal No. 2 in Cebu, Bohol, Northern Negros, Guimaras Island, and Iloilo Monday afternoon as the weather disturbance “Lando” intensified from a tropical depression into a storm.

The storm blew through Central Visayas around 4 p.m., packing winds of 65 kilometers per hour (kph) and gusts of up to 80 kph near the center and was expected to cross the inland waters of the Visayas, moving west northwest at 13 kph.

News: Mutilated Body of 7-year Old Boy

The mutilated body of a seven-year-old child was recovered in a creek in Basilisa, Dinagat Province after being reported kidnapped, ABS- CBN Regional Network Group reported Thursday.

The body of 7-year-old Cedie Estoconing was recovered at a creek in Barangay Diegas in Basilisa town. The body was found without the head, left knee, and his internal organs removed.

Escotoning's mother, Rosemarie, said that the boy has been missing since October 21.

Senior Police Officer 2 Ruben Piodo, Basilisa police deputy chief, said two suspects in the killing, Narciso Barrientos, 54 years old, and Fermin Abear, 23 years old, admitted that they kidnapped the victim.

According to the suspects, they planned to hold the child ransom for P 10,000, but the child died while inside a sack of charcoal. It was then that they allegedly got the internal organs of the child, which was believed to be intended for use of a certain Allan Nadunza as a charm. Read more...

In Libjo just a few years back before electricity and before our first Kerosine refrigerator came, storing and preserving food is done a bit different. Those days ice is so pricy and source is far as 4 to 5 hours away in Surigao city. So we then rely on food's traditional preparation and preservation. You know Binoyad, ginamos, tapa, pinahilisan right? We either dry the food, preserve it in salt, hang it smoked or cook it. Drying squid in the sun is unmistakable. Smell is all over the place we can hardly sleep during the night specially if our house is next to it.

System like this seldom happen in urban areas where everything is being bought from the supermarket frozen, fresh on ice or in cans and bags. In Dinagat Island We live next to the ocean our source of food is just next door. We have nothing for lunch then we go fishing. Manginhas look for dayo-dayo kasag, libu-o, clams, sa-ang, suwaki, tajum, lato and more. We have Malonggay, kalamonggay (whatever it's called) in our backyard. Tanglad, sili as long as we have rice, meal is already complete. We can also raise chickens, pigs and ducks in our yard with no restriction. I call it On-demand. It is right there fresh when you need it. These type of things we are always looking for if we migrate to other places. If we can still do it then we feel we're really home.

I remember one time when we went mountain climbing. Some of our older colleague is bringing live chickens in a bag. I asked them "what for?" "This is food. This is good if we have it fresh, right." they said. So then there's no need for storing or preserving.

Funny but I hear this most of the time. "Tay, mangaon na ta?". "Kadali kay mamingwit sa ko". (english: "Dad, are we going to eat?" "Wait I still gonna go catch some fish")

So who set the fire? If you heard of the news about forest fires in California. It burns properties and even causes some deaths. There should really be something, someone who started the fire if not by accident. If someone does, he really knows what he's doing. He knows which place to start and with the winds blowing at high speed and its direction. He must have done such trouble with intentions.

Anyways, in our local news a fire also has started, sort of. If you'll know October 29 is the the Barangay election. Local or barangay election is unique. Not like national, provincial or the municipal level where fight focuses on a party versus another party, in Barangay level this is more of a personal a family versus another family fight. And this time in Albor Libjo the one running in both parties for Barangay captain belongs to the same family. Although they are of different last names now, but they really is based on the same family roots and depend of same votes. Splitting the family.

Family is the very basic level when it comes to social, political, health, education in the Philippines. If you create trouble at that level then you will see the consequence. Sources said money (vote buying) again will play a big role in this campaign. Well, I'm not sure family ties can be broken with money. We will just wait for the result.

So who then set the fire? Someone should have started and comes with the idea. And if someone does is he must be an expert in doing this and he has some purpose.

Future Day Coconut

If you traveled around Dinagat Island you will noticed most of the land is covered with coconut trees. Except with the mountains though which is still covered with forest trees. Yes coconut farming before is the main livelihood of the people. Copra which came from coconut is so valuable, families depend on it to send children to school. Remember those days we got a new pair of shoes and a shirt because we had traded sacks of copra to Surigao City? That was Libjo's good old days. Now copras price devalued and everything seems so expensive we cannot depend on copra alone. We need to look for work somewhere else to support the family.

But Coconut might be coming back. As you'll know government around the world is looking and pushing for the used of alternative fuel. Biofuel that is. We are starting using ethanol byproduct of corn in the gasoline for example. And car companies are building more fuel efficient engines. Like Volkswagen now releasing cars run by diesel. Actually 50 percent (some sources said) of the cars in Europe is run by newer diesel engines and that will continue to grow as new technology of engines comes with more mileage fuel ratio. Get what I'm thinking?

During the World War II in the Philippines because diesel scarce during those times Americans use coconut oil to fuel machinery. Actually with our existing engines, we can. The only problem with it is it easily solidify in lower temperatures (below 25 degrees Celsius / 78 Fahrenheit). Not really a problem in the tropical temperature though. What some Pacific neighbors like Indonesia already doing is they mix coconut fuel with diesel. They found a good mixture of diesel and coconut oil of 50 by 50 percent really works.

And there might be some technology coming up using pure coconut byproduct. I'm not sure about that. But since Philippines is the third world largest producer of coconut oil after Indonesia and India It could be a major player when these days comes and coconut will be back a major commodity home.

Dinagat Islands first governor, Geraldine Ecleo-Villaroman, on Monday urged residents in the country's newest province in the Caraga Region to take part in province-building.

Gov. Villaroman said her priority programs focus on job generation, agriculture, infrastructure development and education for the next three years.

She delivered her first State of the Province Address (SOPA) in a jampacked gymnasium, filled with an estimated 5,000 persons.

I remember when I was still in 4th year high school, during our 30 minutes recess period, my classmates agree to do pamokot (net fishing). Yes, we did! In that short period of time. While our male classmates do the pamokot, we females were just inside the baroto (canoe) on our school uniform and school shoes. Yes! In the middle of that deep dark blue sea! I somehow miss those adrenalin rush...has the canoe cupsized....im sure im dead, not because of shark attack but because my mother would kill me....but it's a lot of fun. "Panginhas" (collecting sea shells by the sea shore) is as much fun as pamokot. It is mostly done during very low tide except "saang" and "kuno" which can only be found at the deeper part of the shore. Sea shells like samong, aninikad, dayo-dayo, tamparong or suwaki(sea urchin), liboo(mud clam), tuway(sand clam), bayat(sea cucumber), or suga-suga(crab) are the various goodies you can find by the seashore

Libjo Breeze and Fog

Have you heard of the a story during the world war Japanese airplane find difficult to navigate or could not find Dinagat Island because of the thick fog? It must be true. During early mornings in Libjo as far as Mt Pelhi and straight to Libjo bay area is all covered with fog. White thick fog until around 9 in the morning. That makes the place a little cooler. Mountain breeze as what they call it. It happens in the evening through the early morning. And it goes opposite direction in the midday coming from the bay going up to the land to the mountains. We call it sea breeze. We could not experience this is if we go inland or go somewhere in huge mainlands. In my opinion this is much pretty view compared to smog in Los Angeles California and Manila. This makes our temperature a little more moderated. When you are in the tropics this is not hot as you think. This could mean 75-85 degrees F all the time.

If you are from other countries these sounds funny. You buy something and you were told to return it? What kind of merchandise is it? Never found anywhere else, right? It is called return for reuse. It is a good in the sense we are not dumping used bottles or throwing it in the garbage. It is not recycled or use for other purposes. It is really return for reuse in its original purpose. Was it a government regulation? No. It’s not. We don’t have rules like in the US to collect 15 cents if bottles or cans are returned in a particular state. In towns like Libjo in the Philippines reuse and recycle has no government enforcement. There is only a simple reason why people return bottles, ‘deposit’. Every time you buy a bottled softdrink or beer you are required to bring a bottle exchange or a money deposit. And you know why? Because bottles in the Philippine-market costs more than what is inside. Meaning, beer bottle is more expensive than the beer itself. Because of its reuse value. Stores in the other hand to order wholesale are required deposit or empty bottles. They have to make sure they have complete set to re-order. And that is why if you have experience traveling in the Dinagat Islands and had a chance to eat and drink I’m sure you’ll be serve softdrink in a plastic cellophane bag with a straw (repackage softdrink from its original bottle). Of course no deposit required. And that's 'Only in the Philipines'.

News: Six out of Mindanao's 27 governors are women

Mindanao has six women governors now, representing 22.2 per cent of Mindanao’s 27 provinces.

This is the highest number thus far, of women serving as governors in Mindanao.

Mayor's 52nd Birthday Celebration

August 1, 2007 is the 52nd birthday celebration of Libjo Municipal Mayor Lamberto T. Llamera Jr. The celebration was held at the newly constructed Libjo Gym which serves as the gyms blessing at the same time. The occasion was graced with a cock fighting derby promoted by Councilor Jimmy Taasan and a boxing.

During the affair, the mayor also welcomes Dr. Vicente Soco who will be the new resident physician of Albor District Hospital in Libjo from now onwards. It is known that the mayor was given an ultimatum from the Provincial Government for the closure of the District Hospital had he failed to find a resident physician.

Mud Crabs in Libjo

Among the family of crustaceans, Alimango (Mud Crab) tastes one of the best and in Libjo, these crabs basically grow in mangrove swamps. Its also known as Mangrove Crab, Muddy and Black Crab.

In 1980's to 1990’s, electricity in Libjo is available only for three hours, that is from 6pm to 9pm. After lights out, some of the townpeople hunt for the much sought crab by using spear (sapang) and flashlight since crab can easily be blinded by lights.

Three years ago, I convinced my cousins to go with me hunting for “alimango”. Our uncles were pessimistic about our female force but were amazed when we got a crab weighing 1 kilo. You can just imagine how loud our screams were!

These days, it’s not that hard to find some “alimango” if you feel like eating them since some are starting to culture it. One place which I know has ongoing business of this kind is Barangay Llamera where the price per kilo ranges from Php 130-150.

Muthja in 1984 and 2007

Muthja is our basketball team in Libjo way back 1984. Here’s our photo back then wearing the team’s uniform. We won the championship game that year. And in the next photo is the very same uniform my kids are wearing today 23 years later. I told my son, you know what you are wearing the same uniform they are wearing here in the previous photo. My son asked me and he said, ‘Are they still alive?’

Padala in Libjo Dinagat Islands

Padala in our own definition differs from standard courier and mail service. Courier in the Philippines is LBC, DHL or FedEx for international shipping and mail service is done by Philippine Postal Corporation or Phil Post. Our Padala operates in different way. Usually Padala is something sent through a friend, a relative or someone we know. Almost free of charge much more if it is dub ‘pa-padala lang’. Saving the cost for courier. Padala is a Filipino tradition. Padala from the States and from relatives from the Middle East. We can Google ‘Padala’ with lots of different results. One says ‘it’s the cheapest way to send money’. Other says ‘Gift delivery for the Philippines’. ‘Easier way of giving Pinoy goodies to relatives and friends’ and more.

In Libjo our version of Padala is described as delivery of various stuff. Stuff like letters, packages, orders or sometimes cash. For someone who does the job this is a career. Called transport handyman for times this individual live merely by tip (pang tricycle, snacks). And because they are considered trader they pay no fare. Looks like part of the crew but they are not. They help on the crew on daily task in the boat. The main job is they handle wholesale orders from the stores. They are very important person. Of course everyone knows them. But this is also sometimes a risky business. They are trusted to carry 10’s of thousand of cash. And when it involves cash it always has temptation and risk of being robbed. This business is based on trust and building it takes time. Besides they have to learn to survive storms, waves and be a shipper. Basically live in a boat. Padala mostly works in places where no courier operates or since it is cheaper than courier.
